On the afternoon of March 18, the Zhejiang Engineering Institute convened the 15th session of its Fourth Workers’ Congress in the Sanqiang Hall. A total of 49 attendees—including employee representatives, Party branch secretaries, and management personnel at or above the deputy section level—participated in the meeting. The session approved the General Manager’s administrative work report and the factory‑affairs transparency report, and also signed a commitment to integrity and self-discipline.

Comrade Zhu Yueting, General Manager of the company, delivered a speech titled “Strategic Leadership to Address the New Normal, Transformation and Upgrading to Usher in a New Chapter.” He outlined four key priorities for the current phase: steadfastly implementing the corporate strategy and culture to enhance awareness and capabilities; prioritizing high‑quality projects to refine the general contracting system; strengthening core competencies to align with market competition; and continuously improving processes to ensure tangible results in early‑stage work. He urged all employees, amid the harsh market conditions, to maintain unwavering confidence—especially when confronted with severe market challenges and demanding reform and development tasks—and to embody the entrepreneurial spirit of overcoming difficulties and putting the greater good above personal interests. Under the strategic guidance of 2016, they should pursue targeted improvements and refinements, thereby laying a solid foundation for writing a new chapter at the outset of the 13th Five-Year Plan.

Chairman Tang Yueming analyzed the company’s current development situation, noting that the enterprise is currently under pressure to undergo transformation and upgrading, with its systems, management practices, and talent pool all facing significant challenges. He also set forth the following requirements for all cadres: strengthen corporate governance and refine and improve all internal policies and procedures; reinforce awareness of rules and regulations, intensify disciplinary education, and ensure accountability at every level; enhance talent development and optimize the talent structure to align with the company’s strategic needs; bolster the cultivation of proprietary intellectual property rights to elevate the company’s standing within the industry; expand market outreach and broaden market segments; and firmly embrace the principle of running the enterprise with the full support and dedication of all employees.

At the event, the Party Secretary signed the 2016 Integrity and Self-Discipline Responsibility Agreements with members of the leadership team, with department heads under their respective areas of responsibility, and with secretaries of the Party branches.
