“Entering Enterprises, Boosting Development”: The Shangcheng District Social Security Bureau Visits the Zhejiang Academy of Engineering

  On the afternoon of March 27, a four-member delegation from the Shangcheng District Human Resources and Social Security Bureau of Hangzhou—comprising Liu Xiaoqing, Yu Lei from the Medical Insurance Office, Xiao Mingchun from the Employment Management and Service Division, and Pan Xiaowen from the Social Security Section—braved the rain to visit the Zhejiang Academy of Engineering as part of the “Three Connections, Three Leads, Three Services” initiative. The event provided targeted, one‑on‑one support to enterprises, promptly addressing their concerns and expectations, resolving developmental challenges, guiding companies in accelerating their transformation and upgrading, and enhancing enterprise satisfaction while effectively reducing their burdens.

  The Party Secretary and General Manager of Zhejiang Engineering Institute, the Chairman of its Trade Union, the company’s responsible leaders, and relevant personnel from the Human Resources Department participated in the symposium. During the meeting, both sides spoke candidly and engaged in in-depth discussions. Zhejiang Engineering Institute expressed unanimous praise for the Hangzhou Shangcheng District Bureau of Human Resources and Social Security’s “at most one visit” initiative and its overall work, while also outlining its recent development trajectory and the challenges and concerns it currently faces—such as the tax and fee burden on enterprises, the cost of living for employees based in Hangzhou, and difficulties in attracting and retaining talent. Leaders from various departments of the Social Security Bureau fully commended Zhejiang Engineering Institute’s strong support for social security initiatives in Shangcheng District, expressing great confidence in the institute’s technological innovation capabilities and future prospects. In response to the company’s questions and concerns, they provided constructive feedback, not only offering detailed explanations of Hangzhou’s latest policies and guidelines on social security, medical insurance, talent development, and employment, but also, in light of Zhejiang Engineering Institute’s knowledge-intensive nature, suggesting and guiding the application of relevant preferential policies. Finally, they provided practical guidance on the concrete implementation and operational aspects of these policies.

  The symposium was highly engaging and achieved its intended objectives: government agencies gained a deeper understanding of the practical challenges faced by enterprises, while businesses used the event to voice their concerns and seek concrete assistance and guidance from the relevant authorities. All participants expressed a strong desire to sustain this supportive approach, which clearly underscores the effectiveness and success of the initiative.
